Industry Responds to ANPR on Downer Cattle and Dead Stock

April 1, 2003 - On March 24, 2003, The National Renderers Association and Animal Protein Producers Industry submitted final comments in response to the U.S. Department of Agriculture/Animal and Plant Health Inspection Service's (APHIS's) advanced notice of proposed rulemaking (ANPR), "Risk Reduction Strategies for Potential BSE Pathways Involving Downer Cattle and Dead Stock of Cattle and Other Species" (Federal Register Vol. 68, No. 13, Jan. 21, 2003).

Taking into account North America's BSE-free status and the recent experiences of other developed countries in combating/eradication of large scale animal disease emergencies, the response focuses on realistic measures to solidify the existing anti-bovine spongiform encephalopathy (BSE) safeguards, such as the animal import ban, the ruminant feed rule and federal/state epizootologic surveillance, and what can practically be done to fulfill the stated premises of the ANPR. This based on the proven advantages of rendering, including well-established infrastructure and scale, raw material traceability, processing timeliness, safety track record, and regulatory oversight.
